not bootiing

I have a new built computer with Intel X299 deluxe, Intel I core I9 10980 EX LGA 2066, Nvidia Quatro P 5000. When booting, it says: no display on the monitor and the  Q connector LED on the motherboard displays : CPU code 00. I don't wait long to see what will happen. I turn it off after 1 minute or so. I don't know what  this warning means.

Contact the motherboard manufacturer for support, on take your PC to a computer repair shop.

• Motherboard brand and model
• RAM part number
• Did this setup work before? Do you remember the BIOS version?
• Do you get this problem if you boot without the Graphics card?
