Your system should not be able to install Windows 11, since the Intel® Core™ i3-7100U processor does not support Windows 11 according to Microsoft support list (https://docs.microsoft.com/en-us/windows-hardware/design/minimum/supported/windows-11-supported-intel-processors)
I recommend you to check this article for more information regarding Windows 11 requirements (https://www.intel.com/content/www/us/en/support/articles/000087875/processors.html) and to contact Microsoft for OS support.
