slow CPU speed

I have Dell OptiPlex 7060 micro with Core i7 8700T.

The CPU speed is stuck at .800 GHz.

It won't budge with any stress test.

I ran the Intel Processor Diagnostic Test and failed.

Here's a snapshot:

Any idea what's going on?

I'd appreciate any input.

I'm also attaching the full report.

In order for us to provide the most accurate assistance, we just wanted to confirm a few details about your system:

Is this a new computer?

When did you purchase it?

How did you noticed that the speed of the processor was stuck, were you using a particular software or application to detect that? 

Was the speed of the processor working fine before?

When did the issue start?

Did you make any recent hardware/software changes?

Which Windows* version are you using?

Does the problem happen at home or in the work environment?

Please attach the SSU report so we can verify further details about the components in your platform, check all the options in the report including the one that says "3rd party software logs":
