We see you are having throttling issues with your i7-13700k, however, we have to let you know that the T-junction of the processor is the 100°C. We need to know a little bit more information before proceeding with troubleshooting, for that please provide us with the following:
· Please download and scan your system using our tool, Intel® System Support Utility so we can help check your system info first. Once finished downloading, open the tool, click on scan 'Everything', click next, then save the system information to a .txt file. Please provide the .txt file. We need this information to check BIOS, OS, RAM part number, drivers, etc. It will be a lot easier for us just by reading the file.
· Download and run the Intel® Processor Diagnostic Tool (IPDT). Please provide the actual screenshot of the result (whole page) and the log notes. (Click File > View results file (it will open a notepad) > file then save as (by default file name is TESTRESULTS.TXT)). We need this to check the status of the CPU.
Also, besides those files please let us know the following:
1. What troubleshooting steps have you taken to address this problem?
2. Have you noticed any physical damage on the processor?
3. Did you make any changes to the default configuration of the processor, such as overclocking?
4. Did the issue begin after making any software or hardware changes, or has it been present since the initial setup?
5. Is the thermal throttling issue specific to a particular application, game, or software, or does it occur under certain conditions?

According to our research we have found the following:
· Based on the information gathered from XTU, the temperature readings appear to be within the normal range. However, due to the occurrence of the issue during the execution of Cinebench, we are unable to fully endorse or verify the accuracy of data obtained from external sources.
· Upon close observation, I have identified instances of throttling during the XTU test. To address this concern, I kindly recommend following the prescribed steps outlined in the article titled "What Is Throttling and How Can It Be Resolved?."
· Furthermore, our analysis has indicated that your RAM is currently operating at a frequency of 6000MHz. In order to ensure optimal performance and stability, it is advised to revert the BIOS settings to their default configuration and run the RAM at a frequency that aligns with the specified limits, which is 5600MHz in this case.
· I would like to inquire whether the temperature reaches the same elevated level of 100 degrees Celsius both while employing XTU and during the stress test. As per the current data available to us, the system appears to be functioning at the anticipated temperature of 46 degrees Celsius. However, we seek confirmation to establish the accuracy and consistency of these observations.
