turbo boost max 3.0 not boosting per stock specifications.

i have i9 10920x and turbo boost max technology version 1.1.10101.1014 and per stock specs my cpu is supposed to reach 4800mhz under load on 2 performing cores but all cores always stay at 4300mhz and never past it, i am aware that that the ITB driver will apply based on the load and i stress testing using all kinds of loads but those 2 performing cores never reach 4800mhz, am i doing something wrong, i have asus rog rampage vi extreme motherboard with all bios setting at default with xmp enabled. no overclocking, just stock intel specs. thank you.

but my question was why is not boosting to 4.8ghz on 2 performing cores?

In reference to your question as to why the Intel® Core™ i9-10920X Processor is not reaching 4.8 GHz, what the specifications mean is that it could reach up to that value but not necessarily means that it should get there.

The Processor Base Frequency for this model is 3.50 GHz, so if the Intel® Processor is reaching any other value higher than that, it means that the Intel® Turbo Boost feature is working properly and so is the unit.

It does boost above stock 3.5ghz base clock but only to 4.3ghz all core where as intel specs say it should boost to 4.6ghz all core boost and 4.8ghz on 2 performing cores and even if ITB is disabled in bios and i set processor low and high performance to 100% in power plan settings it stays at 4.3ghz all cores so it means that ITB is not working or maybe some incorrect bios settings interfering, what should be correct settings, i have set them at default, thank you.

Yes, we actually recommned to set the BIOS settings to default values, in order to make sure if that is the case we recommend to get in contact directly with the manufacturer of the board to check on that and to confirm if Intel® Turbo Boost is enabled:

To verify which is the base frequency of the Intel® Core™ i9-10920X X-Processor, we can always run the Intel® Processor Identification Utility:
