what is smart cache tech? Did Duo2 could close some part of cache dynamicly?

Question 1:

smart cahce is one kind of hardware-implemented cache partition tech between cores? Which kind of xeon has this functionality? If has, how to control it on or off? some switch option in BIOS?

Question 2:

could Duo2 turn off parts of cache at runtime to save power?
