xtu not running , other tuning programs in the background

so i ve read many solutions online for this tried a clean uninstall and reinstall and reboots , i ve deleted all the tuning programs i had, and resetted my mobo oc but i cant manage to run xtu for that reason. i have a windows home 64 18363, and a i5 6600k .
