一台电脑支持两个USB BLASTER 下载线问题

Quartus 16.1，windows 7，在一个单板上做了两片A10 FPGA，但是没有做JTAG 链，而是做了两个同样的JTAG

客户在一台电脑上插两根USB 下载线

可以分别看到两个下载线安装成功，但是选中下载线后，却无法正确识别device，根本扫描不出来器件

只有拔掉一条，剩下那条才能正常工作，请问一台电脑能正常支持两条USB下载线，为什么却无法识别device呢？谢谢
