トランシーバーのリファレンスクロックピンについて

Stratix10のトランシーバーピンはホットソケットに対応してい記載がありますが、REFCLK_GXBに電源投入前からクロックを入力しても大丈夫でしょうか？

この資料には​configuration前からREFCLK_GXBにフリーランのクロックを入力する必要があると記載されていますが、Power Sequencingのどの段階からクロックの入力が可能になるのでしょうか？
