I am making an external programmer for Altera Cyclone IV (exactly EP4CE6F17C8N / EP4CE6F17I8N). I have a usb blaster. What is the minimum signal connection (JTAG) to program the circuit? I have connected:
VCCINT to 1.2V,
VCCA1 to 2.5V,
VCCA2 to 2.5V
VCCD_PLL1 to 1.2V,
VCCD_PLL2 to 1.2V,
VCCIO1 to 3.3V
GND,
GNDA1
GNDA2,
nSTATUS up 10k to 3,3V,
nCONFIG up 10k to 3,3V,
nCE to GND
USB Blaster:
TDI up 10k to 3,3V,
TCK,
TMSup 10k to 3,3V,
TDO.
Are these connections sufficient? I connected VCCIO1 to 3.3V so that JTG would work on these pins, but Quartus does not detect Altera. Do I need to connect anything else to be able to detect and program the system?

I connected VCCIO6 to 3.3V and it still does not work.
I saw this document, and from it I deduced what to connect. However, it's probably not enough, because there is still no connection

Hi,
Are you using USB Blaster I or II? Did the USB Blaster ever work before with other board?
Can you try to change to another USB Blaster?

USB Blaster 1. I'm programming for the first time. Please let me know if this is enough. If so, and I haven't missed anything, I'll keep trying.
