Arria 10 VCCR_GXB when not using transceivers

We are using an Arria 10GX but not using the transceivers.  According to the documentation we still need to power a few VCCR_GXB pins for proper operation of the FPGA.  Since we are not using the transceivers can we safely just power these pins with 0.9V, or do we need to add a 0.95V supply for these pins?  Thanks.

We need to make sure those pins listed in the banks below is powered on to its operation level:

The allowable range mentioned in datasheet is 0.92 - 0.98V.
