Hello,

Excerpt from http://www.jtag.com/

BSDL (Boundary-Scan Description Language) files are necessary for the application of boundary-scan for board and system level testing and in-system programming. BSDL files are the electronic data sheets that describe the IEEE 1149.1 or JTAG design within an IC, and are provided by the IC vendors as a part of their device specification.

No need to use BSDL file when hooking a demo board w/ a PC. You will just need Quartus II & a programming cable like the USB Blaster (unless the board already has a built-in USB Blaster as is the case in DE1 or DE2).

Regards,
