Bad USB-Blaster II

I recently purchased a PL-USB2-BLASTER from mouser.co.uk. Unfortunately, the device seems to be completely unresponsive or defective. Mouser asked me to open this ticket so you I could be provided with a reference for a return request. Thanks in advance.
