Can the pin be used like a regular I/O port?
Can it only be used on the INPUT pin?
Pins 37 to 40 above are required. but
Since it seems to be designated as a pin that plays several important roles, such as the global OE1 pin, I would like to inquire whether it can be used as a basic I/O port or INPUT pin.

Yes, those pins all drive into the internal PIA matrix and thus can be used as an input into any logic equation.
Inputs only however, there is no output capability on those pins.
