Can I/O pins connect to GND?

Hi,

We are using Altera CPLD Max3000A Series MPN: EPM3064ATC44-10N is an obsolete part, and we found nearest equivalent part (but differ in Pin Outs) as EPM7064AETC44-10N, and this part pins 11 & 30 are shown as I/O. Can we connect these pins to Ground?

If Yes, what will change or add in circuit, Programming, and Testing.

Yes those I/O pins can be connected to the ground that the change will depends on your design.
