I just installed Quartus prime 16.0. I was using Quartus II 14.0. The company I work for bought several of the Cyclone V demo cards. We only used a couple of the licenses. You get a one year license with each card.
However, when I start Quartus 16.0, it asks for the new license. I do not have one yet, so I clicked on the button for "Connect to the Altera Self-Service Licensing Center". I instantly get the message "Can't connect to the Altera website to check for license support..." Has anyone else had this problem, and found a solution?Link Copied

Try contacting Altera/FAE/distributor.

As you can see, I am getting more frustrated by the short cryptic answers, that are probably very obvious to those of you who work with the license daily. Me, I deal with this once a year. So, I am not a license expert.
