I'm wondering if there is available any tool provided by Intel to Import a NN from a TensorFlow model and generate the HDL. Has Quartus or DSP Bulder this feature? Is there any other tool?

Quartus do not support the feature that you described.
I am not familiar with Tensorflow but I found the tool that match closely to your inquiry would probably the Intel OpenVINO tool.

Unfortunately, I don't have much expertise with OpenVINO, so I may not be the best person to help you with this particular issue.
