One more question: how can I enable tamper-protection bit in Quartus II?

Anti tampering protection depends on what device you are targeting and on your design, not to Quartus or USB blaster itself.

OK. Usb-blaster supports only volatile key programming. For non-volatile key programming I can use Ethernet-blaster or JTAG Technologies programmer. 

I don't understand how can I enable tamper-protection bit for 5CEFA9 device? I haven't found any options for this bit.
