Does Altera Max V CPLD provides isolation when it is off?

Does Altera Max V CPLD provides isolation when it is powered off?

Because we have IOs connected to a different voltage domain (say 3.3V_Ext) and CPLD is powered by different voltage domain (3.3V_Int). 3.3V_ext will be powered first, so we wanted to ensure that there is no back voltage on CPLD when it is not powered ON yet.
