I have to by the Lead Free counterpart of EP20K600EFC672-2X

In line 1664 of you site:

../products/devices/leadfree/altera-lead-free.xls

I find:

EP20K600EFC672-2N as the Lead Free equivalent to EP20K600EFC672-2X.

I assume then that EP20K600EFC672-2N has the PLLs.

I am right?

I guess, you have a serious reason to use this legacy part, e.g. reproduction of an existing design? Because you get at least 10 recent devices for one APEX20K. But as far as I know, all APEX20KE have the same "enhanced" (of that time) PLL.

You are right. I have to make a reproduction of an existing design.

For the new designs I am trying to use the Statix IV devices, however I always have serious problems of prices. I know that the new FPGAs have 10 times the power but unfortunately they have also 10 times the price...

Anyway as a conclusion in the EP20K600EFC672-2N I can use the PLLs.
