Electrical test of 5CGTFD7C5F23I7N

Hello,

I have tested few reclaimed BGAs with PN 5CGTFD7C5F23I7N and I have noticed that all pins with function GXB_TX_L[0:11] are open circuits during electrical test.

I also have tested one golden sample and same pins gave me some electrical signal during electrical test. 

Is it possible that pins with GXB function in this device are open circuits? Is it considered as a failure for this part? Thanks in advance
