Ok, so this device is or soon will be available. What is it and what devices can (fully) use it for configuration?

Stratix V will support x4 AS mode with EPCQ. see page 17:

Right and with datasheet availability slated for sometime near the end of year, I'd expect devices around the same time.

sounds about right, the SV press release says samples will be shipping in Q1 2011
