I have training board with a cyclone II device. so I have to use quartus II 13.0 sp1 sw.
I installed the sw, and coded the circuit using verilog HDL.
But during simulation in VWF , the above error occured.
In quartus II 18.1 VWF simulation with same circuit, this error message didn't show.
Also, reinstalled 13.0 sp1. But it doesn't work.
I found question about this error message in this forum.
But anyone doesn't give answer.
Please help me..

Unfortunately, I couldn't fix error.

Any reason that you cannot use modelsim? VWF is an old simulator where we might have some bug on this.
Our recommendation is to use the latest Quartus 21.1std as the software is a lot stable.

Also, what device that you were using? If you still see the problem in Q21.1std, you may send us the design to validate.

Any reason you want to continue using the Quartus 13.1?
Since you do not see the error on Quartus 18.1, I would recommend to upgrade the design to the latest Quartus standard 21.1 as it is more stable.
