I have been attempting to communicate with a PC over ethernet with the Arria V GX 5AGXFB3H4F35C4N. I have been facing a multitude of issues with this and do not believe I am going about this the correct way. If anyone had some insight to the steps necessary for me to be able to transmit data from the FPGA to a PC it would be greatly appreciated. Any info on what IP Block or reference design I am looking for would also be very helpful.

Hi,
As for the starting point, you may go to the design store for Intel FPGA https://fpgacloud.intel.com/devstore/
And then search for "simple socket server" or ethernet, and determine if there is any example design that you can leverage.
