FPGA Flash programming not working

Hi,

 

We recently purchased two Agilex FPGA development board DK-DEV-AGF014EA (https://www.intel.ca/content/www/ca/en/products/details/fpga/development-kits/agilex/agf014.html). 

 

We are currently exploring the GHRD provided by the rocketboard website. We are able to successfully download the FPGA .sof file with HPS SPL hex and see the print out from the UART terminal. However, when we tried to program a .jic file to the flash, the Quartus programmer is able to successfully erase and blank-check the flash, but the flash programming always failed.

 

We double check the MSEL setting, and it is in the default AS x4 mode (MSEL[2:0] = 3'b001). Both boards behave exactly the same.

 

Is there anything we miss here?
