My personal favorite (what I use all the time) is the TerAsic USB Blaster clone ...

There are even cheaper clones on Amazon, at prices from $10 to $40. I have used this also, works just fine ...

I've used both with QuartusII 13.0sp1 under Windows 10 Pro 64b to program that exact same part.
