In Max II CPLD what is the content of UFM on power up?

I'm trying to understand if there is need to erase it before first write.

Are you asking about Quartus programmer or ALTUFM IP operation? 

 

Yes, the respective UFM sector has to be erased before rewriting any byte. The previous state doesn't depend on power up because UFM is non-volatile memory. Presume that the device is shipped with UFM erased, also UFM is often erased or programmed with default content during device programming.
