The Altera University Program contains a Qsys IP with HAL drivers that can read/write a FAT16 SD Card. Why is there no FAT32 implementation? The FAT16 version does not seem to be very popular as well.

I thought this was a straightforward question. There is a FAT16, version in the Altera University program, since FAT32 is quite popular, I was wondering why nothing exists for that? Perhaps it is expected that such a big storage device will not be used in the first place.
