JTAG error using USB Blaster with MAX10

Using MAX 10 device, 10M04SCU169C8G

Attempting to program using Quartus Prime Progammer Pro Edition 2020
with USB Blaster (rev C)   Note: this is USB Blaster, not the USB Blaster II

The Programmer can auto-detect the part, and properly identifies it.  But when I go to execute any function (program, verify, blank check or erase)  I get  

            Error(209040): Can't access JTAG chain

I have tried running the JTAG Chain Debugger (found under the tools tab).  It passes the test

          !Info: JTAG chain connection is good. Detected 1 device(s)
          !Info: Device 1: 10M04S(A|C) (USERCODE: 0x0009CEC1)

I have looked at the JTAG signals on an oscilloscope, they look good.

I have looked for an error log that would tell me more than just "error" but I can't find such a log.

What is wrong?
