Hi,
We want to power a single supply MAX10 FPGA with 2.5V (this means VCC_ONE=VCCIO=VCCA=2.5V). We have some reasons to prefer 2.5V, one of them is to minimize the self heating from the internal voltage regulator for the core voltage. We don't need the ADCs in the FPGA but we will use the PLLs. When I compare the single and dual supply MAX10 devices in the datasheet, I get the feeling, that VCC_ONE=2.5V should be ok, except for the ADCs.
We can not use a dual supply device, as they exist in different packages.
Any experience?

Please refer MAX 10 FPGA datasheet https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/hb/max-10/m10_datasheet.pdf.
The Table 6, Power Supplies Recommended Operating Conditions for Intel MAX 10 Single Supply Devices, recommends minimum voltage for VCC_ONE upto 2.85/3.135 V. Referring this, 2.5V is not recommended for VCC_ONE.
There are example power supply guidelines also available. Refer Pin Connection Guideline for Max 10 FPGA, https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/dp/max-10/pcg-01018.pdf.
See Example 4—Intel MAX 10 (Single Supply) FPGA, which might suit your needs.
In addition you may refer the recommendation for JTAG provided in the following Knowledge database.
