Max 10 yield problem

I am using the Max 10 in V81 package. I am getting I am getting about 80% yield on my boards. I sent one batch of 3 (out of 15 assembled boards) back to the assembly house because the USB Blaster could not find the parts. They Xrayed and found no board issues. When they replaced the FPGA, two of the 3 started working normally. The 3rd I was able to program, but it has one non-functioning pin. Is the part especially sensitive to ESD? I have been trying to be careful. Are there other possible issues?

Sounds more like a solderability / assembly issue to me.
