Archer City Reference design for Sapphire Rapids uses the MAX10 to translate to 1.05V signals.  The data sheet only specifies IOS down to 1.2V.  Has the MAX 10 been fully characterized for 1.05V operation on VCCIO.

That will depends on the I/O standard use on the design. You can refer to the value of Vccio on different I/O standards on page 9 on this link: https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/hb/max-10/ug_m10_gpio.pdf
