Would anyone provide a link to that software, please?

You so know that 13.0sp1 is still available as an official download:
Updating to that official version would be highly recommended.

@_AK6DN_ , Thank you for the advise. Per company's policy I can't use any unofficially distributed software. Quartus 13.0 is unable to convert SOPC-type design file to QSYS one.

If that is the case then you will have to open a case with Intel and convince them to grant you access to that unsupported version.
