PDN Design Tool 2.0 for Cyclone 5

I am trying to run PDN Design Tool 2.0 and have run into several problems:

1. VCCIO has a maximum voltage of 3v, not 3.3v

2. VCCIO does not include 2.5 V

Also I sometimes (not always) get the error:

runrime error '53'

File not found: pdn_32bitnm.dll

I am running Excel 2013
