Hi,
existing binary files can be still flashed to configuration devices (EPC1, EPC2, EPC1441) or volatilely downloaded to Flex10k with recent Quartus programmer tool. Compilation of Flex10k designs is only possible with legacy MAX+PLUS II software.

Can the EPC1441P18 device be programmed with a usb blaster? If it is programmed, how to program it? How to make connections?

Previous information was a incomplete. Only EPC2 and EPC16 are reprogrammable flash devices with JTAG interface. EPC1 and EPC1441 have OTP memory and can be only programmed through Altera APU and some third party programmers.
