Hello,
The triple speed ethernet IP core User guide mentions that it is verified in Arria 10 FPGA families. Does this mean that we can use any Arria 10 FPGA, and incorporate NIOS II core and use the NIOSII core to talk to host computer through 1G Ethernet (TSE IP)?

Yes you are right. You can use any Arria 10 FPGA and incorporate NIOS II core.
