What is meant by "under bias" in MAX V absolute maximum ratings

What does Altera mean by “under bias” in their maximum ratings table (Table 3-1 from the datasheet -> see attachment)? It is from the Max V DC and switching characteristics.

 

Note 3 says to refer to Table 3-2 in the datasheet but there is no reference to biasing in Table 3-2

"Under bias" in this context simply means that power is applied to the supply pins that meets the min/max specifications. Ie, VCCint and VCCio are valid as per table 3-2.

Table 3-1 indicates that the highest temperature permitted with no bias (unpowered) is 150'C, whereas it is 135'C when the device is powered.
