Why my EP3C40Q240C8 can't use JTAG and AS

I don't know why I can't use my EP3C40Q240C8N board to JTAG and AS configure。 

I don't know how to proof the chip is bad. 

the appendix is sch file. 

please hlep me check what is the error.

remove r5(2.2k) resistor;
