I have de0-nano SOC development kit and want to write bare-metal application on this board )where I can write a C code for ARM core which will interface my IP on FPGA).
Apparently Quartus Lite is not enough to do that, so which additional software do I need to get ARM programmed? is it free for educational purposes?
please link a thorough documentation or video tutorials for me, as I'm just getting started with bare-metal and embedded Linux for intel SoC, I have done those in Xilinx SoCs so references from xilinx would be easily understandable.
n.b. there are some documents on those topics but I would like to hear your recommendations.

I think you mean Cyclone V in your title. There was no Cyclone IV SoC. You need to download and install the SoC EDS (DS-5) along with Quartus to be able to write and run bare metal applications.

yes, that is cyclon V, my mistake.
i'm getting this SoC EDS tool right now, standard version : SoCEDSSetup-20.1.0.711-windows.exe
interestingly, pro version was named: ideaIC-15.0.2.exe ))
regarding rocketboards, i will definitely check that afterwards.
