i use 10m02DCV36C8G, my clock is 96MHz(generate by pll)
i constraint the clk in timequest, and the time quest shows
in slow 1200mV 85C model the Fmax is 119.6MHz
can i trust it ?
and
i guess the 85C is temperature, what is 1200mV means?

Yes, you can trust the frequency reported by the tool for given operating condition. You may also check for the achieved frequency for other models.

The 1200mV in the setting mean that the core supply voltage is set to 1200mV.
As you figured out correctly, 85C is the max temperature for your commercial grade device.

1. does it means
in condition of slow 1200mV 85C
the design can reach Fmax? (which is 119.6 MHz)
in this case, there is still margin for my design(119.6MHz>96MHz), can the 10m02DCV36C8G work in higher temperature? like 90C?
2. if the what will happen if the Tj>85C?
3. since the Tj is not the environment temperature
how can i know the Tj?
i mean the Tj may > 85C when environment temperature is 60C

You can set the operating conditions in the Timing Analyzer to test how it works at your higher temperature, at least on my setup there's a default set at 100 C that might be useful
You can use the thermal resistance of the package ( https://www.intel.com/content/www/us/en/programmable/support/literature/lit-index/lit-pkg/thermal.html?type=thermal&family=MAX_10 ) plus the power consumption estimate, or measure current consumption in operation, to calculate the junction temperature
