By supplying the respective IO-bank with a VCCIO of 1.8 V, as described in the device handbook.

You noticed that I was talking about actual VCCIO supply voltage, not the pin planner setting?

VCCIO 18,31,46,59,80,95, i give 1.8. i give 1.8V. when i read chip. VCCIO become 3.3. what happen?
