I'm a tech. (make captain obvious assumptions) Had a nice intel RAID 5 for well over a decade in one form or another. Intel RST has always worked as expected, but this build I can't get it to install, (or uninstall without using a 3rd party uninstalling app). The APP will not open, no flash screen, nothing. Tried all ALL compatibility modes. Tried over versions. RAID works fine, but I'd like to change some settings that RST will permit me too.

ASrock Z390 Phantom Gaming 4 (latest bios, v4.0)
64GB RAM
Samsung NVMe 970 Evo 500GB
10TB WD X 3 in a working RAID 5. (Tried another RAID 5 too, same problems, not related to RAID)
Every time I try to open it, reinstall it, uninstall it (without 3rd party uninstaller) there is an event log, here are the various ones associated with it. Googled my heart out.

Well since we weren't getting anywhere, I decided to really tackle this and use all my mad tech skillz. After much troubleshooting, it appears Intel RST is no longer compatible with DataRam's RAMDisk.
This is the latest version I am using: Dataram_RAMDisk_4_4_0_RC36.msi
They haven't released anything since 2016: http://memory.dataram.com/products-and-services/software/ramdisk/ramdisk-releases
But I can fresh install windows, install Intel RST, it works. Then install Dataram's Ramdisk, and Intel RST has all of the described problems. I UNinstall DataRam's Ramdrive, and Intel RST starts working again.
Now, is this a Dataram incompatibility, or a Ramdisk problem in general? Well I installed SoftPerfect RAM Disk v 3.4.8 and both work just fine as intended. So it's Dataram.

I uninstalled Intel RST, (with 3rd party app since I can't uninstall it normally) It also removed all registry entries. Rebooted.
I installed the one from Asrock, Little icon appeared in the bottom right corner, but app was inoperable until reboot. So I rebooted. These are the following errors upon startup, in order:

I noticed the other day there was a new Bios update for my Motherboard in which it described:
"2.Update GOP and RAID ROM"
Well, I upgraded the bios and tried both the Asrock Intel RST and the "current" version you linked. Both didn't work.
Then I let Windows 10 update to v18362 (v1903 AKA May 2019 Update) and tried it again and again. Still no change.

Decided since new windows came out to clean wipe Reinstall the latest version of windows 10. RAID 5 working just fine, I installed Intel RST first (no internet connection) rebooted, no dice. Both versions, Asrock's and Intels. Asrock's version had the icon in the bottom though, but still wouldn't open. This are the messages Event Manager gives me when I try to run the app:

I thought for SURE a clean wipe W10 reinstall would work. (clean wipe is a totally wipe the M.2 SSD to unallocated before I install windows )

I would like to gather some more information, was there any recente hardware or software changes? For example, did you just update anything in Windows or perhaps Windows itself?
Was there any 3rd party software installed recently? Anything installed at the moment the Intel ® Rapid Storage Technology started failing or was it never working for you?
Have you tried removing the 3rd party application and then try uninstalling directly from Windows "Apps"? If not, please try doing so and then attempt a re-installation.

I had a 5TB x 3 RAID 5 with my Asrock Z370M Pro, it worked fine with Intel RST and Windows 1709. Then when I fresh installed Windows 1803 Intel RST started the problems I've described. The internet is very aware of this problem with 1803: https://www.google.com/search?q=1803+intel+RST
Again, the RAID 5 worked fine, but the app did not.
Later I installed fresh Windows 1809, identical problems. (FYI I have an m.2 SSD that I have everything but media, and the RAID 5 just has media. )
Later I moved to a Asrock Z390 Phantom Gaming 4 and reinstalled Windows 1809 Fresh, identical Intel RST problems.
I then upgraded the RAID to a 10TB x 3. I used another W10 1809 computer (7500/Z270) to create the RAID 5, and Intel RST worked like a champ, no problem. I moved over the RAID to my computer and it works just, just not Intel RST.
And now presently, I reinstalled Windows 1903 fresh a few days ago and still have identical Intel RST problems.

Yes, like I said before, that will not work. It does nothing but create 2 lines in Event Viewer. It will not uninstall via that method. I have to use a 3rd party app.

I got a new SSD and tried to change out the order of operations for installing it. Last time I installed lastest chipset drivers first, then RST. This time I installed chipset, GPU, SSD, and let windows update everything else. Everything is working just fine. Clean Reboot, THEN I tried to install Intel RST. From my MB manufacturer first. Here are ALL the logs zipped up (dropbox link) in that folder, along with another .txt file with the Event Viewer logs showing the errors during INSTALL, the errors upon reboot, then the errors upon trying to start the program manually.
I went into bios to check things out, it says my RAID 5 is degrated. Sheeeit. Come on I need to get Intel RST running:

Tried that already. The newer version acts the same, (still can't elegantly uninstall too) save the Icon appears in the bottom right corner. Hover over it and it just says "Intel RST Service is not running" even hours after. If I double click it, I just get 2 more errors in the Event Manger:

Let's try the following:
One option is to use RstMwService as it’s also native application. HSA error shows it’s not running. If you run it manually (services -> RstMwService -> start) and if it won’t crash right away please run HSA. Then check for crash dumps.
If it’s also possible, please enable full crash dumps (Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Windows Error Reporting\LocalDumps\DumpType = 2)

It did not work. I've been messing around so much with the registry so much, I can't get Full logs to work. Not that they are helping any.
However, I can get 1/2 way through the uninstall via the traditional method before it crashes. Basically, nothing has changed. RST will not run nor uninstall correctly. I have swapped motherboards, SSDs, RAID's, and cpus. Reinstalled windows fresh many times.
Is there a more "correct" order of operations for installing it? For example, Install windows 10 fresh. Update all drivers. Install .NET framework 3.5? Install RST? Or a better order? I guess I haven't tried older versions.

For testing purposes and as a last measure, yes. As you mentioned, re-installing the operating system fresh and attempting to install Intel ® Rapid Storage Technology is advised to check if the issue is related to the Operating System itself.
