The additional icons are typically the result of alerts being displayed. What happens if you reboot. Do the extra icons go away?

Yes the icons go away and there are none. Shortly thereafter all16 begin to appear one at a time in sequence. I get no notifications that something is wrong. I can open the application with any one of them and it shows everything functioning normally.

I just had an idea. I had RST set for a delayed start. That turns out be the issue. When I reset it to start on boot up the issue no longer happens.

You can't (or at least shouldn't) delay the start of a service that is providing storage access.
