There are different possible scenarios to troubleshoot this. First, we need to confirm if the Functions keys are working. For this, I would recommend trying F6 and when prompted select the options "Enter Setup" once in Setup go to Main and disable Quiet Boot option.
You may also hit ESC during POST to turn off the Intel logo and later on it should give you the option to go to BIOS.
Some keyboards have a way to Disable/Enable the Function keys, please check your keyboard to see if it has this option and if it does go ahead and enable the Function keys.
