Regarding your enquiry if processor with 12 cores will be able to perform at maximum frequency 4.1 GHz, please be inform that not all processors with 12 cores will comes with maximum frequency 4.1 GHz. For example, for Intel Xeon Silver 4410Y processor only comes with maximum frequency at 3.90GHz only (https://www.intel.com/content/www/us/en/products/sku/232376/intel-xeon-silver-4410y-processor-30m-cache-2-00-ghz/specifications.html).
Any processor will have a base frequency. Depending upon the tasks that are running, it will raise its frequency to maximum.Therefore, we would advise you to always refer to product specification before using any other processor.
