Hello visirs,
Welcome back to the Intel community
The processor you tell does not show up under the compatible processors for the original S7200AP board. You can check the compatibility list in this following URL:
https://ark.intel.com/content/www/us/en/ark/products/87430/intel-server-board-s7200ap.html
Looks like this Xeon Phi 7255 processor is compatible with the refreshed version of this same board either S7200APR and/or S7200APL:
Been said that, the latest firmware update package currently available if version R01.03.0021 released back in 2018. And back to your original question about how to update BIOS without booting it cannot be done. You will need to borrow a supported processor in order to boot the system and be able to perform the BIOS update. After that you can swap the processor and maybe it will work. But to be honest I don't think it will because of the compatibility mentioned above.
Hope it helps
