This BIOS version you are trying to install is not the latest. Can you please tell me what your current version is so we can discard your version is not installing because of requisites?
Besides that, you want to follow this article with details instructions on how to update the BIOS on a server board

Hello,
Our customer wants the same FW/BIOS on all the cluster.
Due to recent motherboards (provided by Intel) retrofit on that cluster (few hundreds servers) many of them need to be downgraded to mach the customer requisites.
We already did this kind of operation for another customer but with USB support.
Due to Covid-19 situation this operation was attempted remotely (needed files copied on EFI partition) but failed for BIOS (not for the BMC) with this messages:
Error: The capsule file in the update package is invalid
Actual versions:

Needed version :

Hello PDesd,
The BIOS downgrade process is usually not recommended as per it may render the board unusable. Even though it has been done to comply with certain companies requirements. What happens is the process needs to be done physically in the server since the BIOS recovery jumper needs to be changed to a different position. We don't have information about if a downgrade process can be done remotely through BMC remote console. I will research this and will let you know as soon as I get any info.

The downgrade was successfully done in one step with a USB key and the jumper in 'BIOS recovery' position.
Never mind for the EFI solution which does not seem to exist.
Never mind for the capsule error message explanation.
