I have a INTEL RS3DC040 controller and would like to know if the WD Ultrastar HA200 or Seagate Iron Wolf drives are compatible with the controller.

Hello MYoun18,
Thank you for joining the community
The official compatible HDD list could be found on this document at section 6.1: https://www.intel.com/content/dam/support/us/en/documents/motherboards/server/sb/12gb_megaraid_rs3dc080_rs3dc040_thol_10.pdf
Unfortunatelly neither of these HDDs show up under this list. However, this list is kind of old (2014) and its pretty possible that newer HDDs are not listed. A bit more up to date list could be found at the serverconfigurator.intel.com doing a search under a intel server board or chassis using this RAID controller as one of their components.
The other way around could be to check under WD and/or Seagate websites if this particulat RAID controller shows as compatible with their models.
Hope this helps
