Intel server motherboard S5500BC won't boot

After assembling the Intel S5500BC Motherboard with Xeon E5530 cpu in the Intel SC5650 Server Chassis, the power light doesn't come on when the system is turned on and yet the fans are on. The system won't POST and nothing appears on the screen. The fans just increase in speed and nothing else happens. I have disconnected everything but same results.

Any ideas?
