Intel server s1200 v3rpm with intel chipset c226 is not giving display

i am deploying new Intel server s1200 and it is not giving display on monitor and is giving 3 beeps , i change RAM slots as well without connecting RAM it is giving beep,Please help out.

Processor we r using is Intel xeon E3 1230 v3 3.3. GHz 8mb L3 cache,80 W

RAM is Kingston 8gb 2rx8 pc3-10600e-9-10-e3
